The first portion of the paper describes the effects on speech intelligibility of selected noise spectra. It is found that there is a -most efficient- noise spectrum for the intentional destruction of intelligibility, for example to combat eavesdropping. A device called the Vocepter designed specifically to defeat eavesdropping is introduced.
