The deterioration in quality which results from cascaded low bit-rate coding is well known. This deterioration can be reduced or eliminated if the coding decisions made by the original encoder are reused for subsequent encoding. This paper describes how these coding decisions can be conveyed using a MOLE signal and how this signal can be used for optimum re-encoding.
