Variable Bit-Coding for MPEG-1 Audio, Layers I and II

Channels that allow for a variable bit rate are of increasing importance. The capacity of these channels can be utilized more efficiently using variable bit-rate codecs, instead of fixed bit-rate codecs, without decreasing the quality. MPEG-1 Audio Layers I and II codecs can operate with a variable bit rate compliant with the standard. The paper discusses the encoder modifications necessary to select the required bit rate in time. Experiments have shown that for Layer II transparency for stereo signals can be obtained at an average bit rate of 128 kbit/s.
