The San Diego Noise Abatement and Control Office has been operating now for about 17 months. During this time, approximately 3,500 noise complaints have been processed. Only six have required further court action, and all of these were successfully prosecuted. Additionally, the Office has been instrumental in several new programs, such as making noise contour maps publicly available, initiating an on-road/off-road motor vehicle enforcement project, and contributing to local land use planning proposals for areas impacted by aircraft noise. Our objective for the coming year will be weighted heavily toward public education, and the development of building construction specifications acceptable to meet new California Noise Insulation Standards. I will first discuss the actual procedures followed in processing suspected violations due to nuisance noises, and second, the method used to handle complaints concerning equipment noise.
