After many years of study the California Legislature in 1967 adopted two vehicle code sections establishing maximum permissible noise limits for vehicles. The California Highway Patrol equipped six teams with noise measuring equipment and started a statewide noise enforcement program in 1969. After a short period of operation it was discovered that few passenger vehicles and only the worst trucks exceeded the established limit for vehicles operating on the highway. The 1969 Legislature reduced the on-highway truck limits but due to lack of information left the passenger car limits the same. A special study has been conducted to reveal what the noise levels are.
